RETAINING & CREATING JOBS (through business development)


Of critical importance to any community is the availability of jobs for its residents. Central to strengthening community resilience and to most strategies of community economic development (CED) is therefore maintaining or creating local employment opportunities. Under this topic we present many ways in which to increase the number and variety of jobs by fostering new businesses and the expansion of old ones.

The tools and techniques fall under three sub-headings: retaining existing jobs, business or entrepreneur support services, and venture formation. Of course, the financing of business is crucial, but tools for that are presented under the topic Addressing Financial Gaps. The subject of microenterprise, the very small business by which a person creates his/her own job, is dealt with under the topic Building Human Resources.
